在Project進行過程中, Monitoring & Controlling不斷在對執行中的各個Activity進行監控以及績效的評估, 此時執行Monitoring & Controlling工作之小組是以[旁觀者]的角度在看著Project各Activities在進行. 當Monitoring & Controlling發現正在執行中Activity有執行上的偏差且未來有可能會影響後續的工作時(相較於當初規畫執行該Activity時所 設定之各種Baseline), 就必須要發出一個[預防]的指令, 這就是我們所稱的[Recommended Preventive Actions]. 請注意, 它是針對即將被執行之Activity而來的, 也就是未來式.

[Recommended Preventive Actions]有可能會對原先在進行中的Project造成Scope的變更, 這就產生Changed Request, 同樣的, 對於Project的任何異動, 都勢必得通過Change Control Board的Review. 經過Integrated Change Control Process的討論後, 會產生Approved Preventive Actions, 這些必須丟到Execution Process執行, 最後產出Implemented Preventive Actions. 同樣的, 在完成這種Preventive Actions後並不代表Project不再出現偏差, 所以, Continuously Measurement會循環不止, 一直對所有執行中的Activities進行監控, 並不斷提出Recommended Preventive Actions, 直到Project Close.
